I recently helped a customer connect her Samsung Galaxy S2 cell phone to her Windows PC when it wouldn't work correctly. She had downloaded the Samsung drivers for the Galaxy S2 from Samsung's website and installed them, but when she tried connecting the cell phone via USB she was greeted with the message above. Plug your Android device into computer using a USB cable. When successfully connected, a USB icon will appear in your PC’s status bar. On your Android pone screen, pull down the notification bar and tap on “USB connected”. Tap “Connect USB Storage” then “OK”, your Android phone will appear as USB disk driver under “Devices with. Connect the device to a PC using the USB cable. The device will automatically pop up as a USB computer connection. Tap Open the USB storage device. If the USB computer connection does not pop up automatically, drag the Notification bar downward. Choose the connected USB device and open USB storage. You will not be able to access the SD. Turn on USB tethering. While the phone is still plugged into the computer, navigate to Settings, and then search for and select Mobile Hotspot and Tethering. Tap the switch next to USB tethering. The USB tethering option will only be available if the phone is connected to a computer or another device. The option will be grayed out if no device.

Is it a Cumulative Windows Update?
How about connecting other USB drives?
If you really think the problem started after installing the particular Windows Update, then try uninstalling that particular Windows Update to see if it fix the issue.
To uninstall an unwanted Windows Update:

- Type “View Installed Updates” in the Search box and then click on View Installed Updates – Control Panel from the Search results.
- To uninstall the unwanted update, select it from the list and then click Uninstall.
- If it prompt for confirmation, just confirm the same. Once it complete uninstalling, reboot your PC and see if it makes any difference.
- If uninstalling an update fixes the issue, temporarily block the update from automatically installing again.
If it doesn't fix the issue, then perform a System Restore. If an app or update that you recently installed caused problems with your PC, you can restore Windows back to an earlier point in time, called a restore point. System Restore doesn’t change your personal files, but it might remove recently installed apps and drivers.
Note: Windows automatically creates a restore point when you install desktop apps and new Windows updates, if the last restore point is older than 7 days. You can also create a restore point manually at any time.
To restore your PC to an earlier point in time
* Press Windows Key + R to open run command
* Type rstrui and hit Enter key.
* Select Recommended Restore or any other restore point created prior to the issue and click Next
